Raw Material Cost 100

You can unlock the Scorch Guard (Oatchi) before the sparklium requirement if you, Oatchi, or your Pikmin take any fire damage. This can be from sizzling floors, fire geysers, or enemies like the Fiery Blowhog.

Once it's unlocked, you can purchase it from Russ at the Lab for 100 Raw Materials.

The Scorch Guard (Oatchi) is automatically equipped to Oatchi once you purchase it. You can unequip it at any time by pressing + for the Tablet Menu, going to Gear and Skills, and then selecting Pup Gear.
