Music of a Past Culture is unlocked after rescuing Frise and interacting with him at the Rescue Command Post. He will be the 16th castaway you'll find and rescue from caves.
The side mission Music of a Past Culture will reward you with a total of 40 Raw Materials upon completion.

To complete the Music of a Past Culture side mission, you'll need to find and collect all of the 13 musical treasures in the Soulful Musician Series Treasures.
