Oatchi will automatically target a nearby enemy after defeating the enemy you initially targeted. Since the enemies are close to each other, a single command to attack one will defeat all three enemies surrounding Captain Shepherd.
Alternatively, you can use Oatchi's Rush to damage and defeat the enemies.
