The Lab can be unlocked after you've rescued Russ in the first cave you'll visit in the Sun-Speckled Terrace. He'll be the third castaway you can rescue in the first area after Collin and Shepherd.
Gear and items can be purchased with raw materials from Russ at the Lab after you rescue him. The Lab can be found at the Rescue Command Post before you can start exploring.
You can unlock gear and items by either taking a certain type of damage or reaching a set amount of Sparklium.
