Moss is located northeast of the first base in Blossoming Arcadia during Olimar's Shipwreck Tale, past the climbing wall near a bonfire altar.

To get here, you must take the left path with the Swooping Snitchbugs then turn right towards the bonfire altar. Grab the fire starter with a Red Pikmin and throw it at the straws nearby.

Before the fire starter goes out, quickly run south and throw it again at another straw wall. Now that you have a shortcut to your base, send some Pikmin to build the climbing wall near the first bonfire altar to reach Moss at the top.
