You'll receive the White Onion after clearing the fifth stage in the Trial of the Sage Leaf. This is end-game content as you'll need to have rescued Olimar and have finished the story.
How to Complete Trial of the Sage Leaf
The Trial of the Sage Leaf will become available after finishing Olimar's Shipwreck Tale, which is accessible after rescuing Olimar. You can find the trial in a cave at the Rescue Command Post.
Obtaining the White Onion will allow you to produce White Pikmin. Collect pellets and enemies and return them to base to produce Pikmin!
