Train a Rescue Pup is unlocked after rescuing Shepherd and interacting with her at the Rescue Command Post. She will be rescued during the game's tutorial.

Completing the Train a Rescue Pup mission will unlock the Infinite Rush skill for Oatchi that allows him to use Rush forever. The Infinite Rush will be available for purchase from Shepherd at the Rescue Command Post for 8 Pup Drives.
Infinite Rush Effect and How to Unlock
To complete the Train a Rescue Pup side mission, you'll need to learn all 35 of Oatchi's skill from Shepherd at the Rescue Command Post. You will need to farm Pup Drives to be able to purchase them all.
