Each of these Electric-type Pokemon, including Pikachu's hat forms, count as individual Pokemon species when triggering Helper Boost (Electric). The more Electric-type species you have on your team, the higher the bonus of Helper Boost (Electric).
The special Pikachu you get when linking your Pokemon GO Plus + device does not count, however.
Helper Boost (Electric) acts like a free Helper Whistle every time it activates, but it has the potential to get even more items from your Pokemon if this skill is leveled up. This makes it an excellent skill that allows you to get a lot of Berries and ingredients from your helper team quickly.
One drawback, however, is that most of your team will have to be Electric-types and Grepa Berries, which are carried by Electric-type Pokemon, are not normally a favorite Berry on any research island.
Another drawback is the cooldown period for this skill. Although it's a strong skill, you can't actually expect it to trigger more than once per day unless you have a Raikou with an increased main skill chance Nature and Skill Trigger S or M.

Helper Boost (Electric) is a Main Skill exclusive to the Legendary Pokemon Raikou.
You can use a Main Skill Seed to raise the level of Helper Boost (Electric). The current maximum level for Main Skills is level 6, but coming updates will increase this to level 7.
You can buy this item in the Premium Exchange store for 1,800 Sleep Points.
