The Nature and sub skills of the first Raikou you befriend will be the same for all players. The ingredients and level, however, may vary.

You first Raikou will always have a neutral nature, not increasing or decreasing anything in particular. It has good sub skills for Skills Specialty Pokemon including Skill Level Up S and Skill Trigger S. The gold Sleep EXP Bonus is also an excellent first sub skill to have.

Best Natures for Raikou

Nature Increased Stat Decreased Stat
Gentle Main Skill chance Energy recovery
Careful Main Skill chance Ingredient finding
Sassy Main Skill chance EXP gains

The best nature we can hope for Raikou is one that increases the chance of triggering main skills.

Sassy would probably be the most appropriate Nature since it boosts main skill chance and reduces EXP gains. The Pseudo-Legendary Pokemon in the game such as Tyranitar and Dragonite require more EXP in order to level up. This concept of slow leveling may also apply to Legendary Pokemon.
