Eevee Incense is used to attract Eevee and allows it to spawn after your sleep session regardless of your Sleep Type.
Take note that the Sleep Styles you'll be able to find Eevee doing will still depend on your Snorlax Rating.
Eevee Sleep Type, Helping Stats, and All Sleep Styles
There will be a set of special missions for Eevee Week, which will be held from November 20 to 27. These missions will be separate from the weekly missions but will follow a similar format.
It's likely that Eevee Incense will be one of the rewards for the special Eevee Week missions.

Eevee Incense will be available for a limited time as part of both the medium and large Eevee Week Bundles. The medium bundle costs 1,200 Diamonds, while the large bundle costs 3,000 Diamonds.
This item can be obtained by reaching the highest Snorlax Rating goal listed in your weekly missions. These goals and Pokemon Incense rewards differ from person to person, and they're influenced by your personal progress and current research area.
