Encounter Tangrowth in Cloud Island
A regular Tangrowth is a Pokemon that you can encounter while in a Cloud Island and does not appear anywhere else. You will also not be able to bring Tangrowth out of a Cloud Island once you have befriended it.
As Cloud Islands have a separate inventory system that is not connected to your main save, you first need to do a couple of things to get a chance to spawn Tangrowth in its habitat.
Befriending Tangrowth
To befriend a regular Tangrowth in a Cloud Island, you first need to get a couple of items and make some habitats in order to make its own habitat.

 Start a Cloud Island via Link Play at any Pokemon Center PC. |

 Purchase dolls from the PC and make a Plush Paradise habitat. This will allow you to spawn Drifloon and visit a Dream Island within the Cloud Island. |

 Alternatively, you can also collect some sturdy sticks and stones and build three campfires to make a Riding Warm Updrafts habitat. Do note that you need a Pokemon with a Burn specialty to light fires, so you can make a Tall Grass habitat and befriend Charmander. |

 Befriend Drifloon and use a Doll to visit a Dream Island. Roam around the area and get two hedges with Rototiller. |

 Head back to your Cloud Island and make a Bench with Greenery habitat. |

 Wait until Tangrowth appears. |
