A great ability for all characters!

20% MP cost reduction isn't just for characters like Mages. Physical damage dealers like the Thief are also able to use this ability greatly due to their abilities costing a lot of MP. Even if you don't play the Beastmaster, leveling the Beastmaster just for this ability is often worth it!

Weakens the Pictomancer's Freehand Skill

Freehand hits enemies 5-10 random targets equal to the MP cost spent for the spell. This means that reducing your MP cost by 20% will also reduce Freehand's damage by 20%. Not a great ability if you wish to make use of this ability.
