Defeating the boss in Chapter 5 and moving on to the next chapter automatically unlocks the Freelancer's Job Level to 15!

Complete the Halls of Tribulation

Bravely Default 2 - Hall of Tribulation Portal

The Halls of Tribulation are a series of portals that contain the Asterisk holders from the previous chapters. Defeating them lets you unlock the maximum Job level associated with the Asterisk holder.

For example, the third Hall of Tribulation portal lets you face Galahad, Gladys, and Glenn as a group. Defeating them increases the Job level for Shieldmaster, Swordmaster, and Salve-Maker.
