Drops When Lugia Appears

Silver Feather
When Lugia appears in the sky, it will drop a Silver Feather nearby. You should be able to hear a roar when the legendary Pokemon shows up.

After locating the Silver Feather, you will need to use Cut on it before you can pick it up.

Lugia Appears Randomly

Lugia Appearance
Lugia will appear randomly as you interact with other Pokemon and rebuild the world around you. There don't seem to be any requirements to trigger its appearance.

Offer Food to Mosslax for Increased Chances

Offer Food to Mosslax
Once you have cleared the main request for Bleak Beach, you can offer Food to Mosslax for a bonus effect. Make an offering to Mosslax by placing food on the table in front of it, restoring a gourmet's altar habitat in the process.

One of the effects Mosslax can provide is making Pokemon who drop rare feathers more likely to appear. These effects seem to be random, so be sure to have plenty of food ready to get your desired effect!

Collecting a Silver Feather will allow you to clear the gather mysterious feathers Daily Challenge for 200 Life Coins. Note that the icon used for this in the Challenges menu shows a Rainbow Feather, but Silver Feathers are accepted just the same.

Gimmighoul Silver Feathers Trade
When you get to Rocky Ridges, you can befriend a Gimmighoul who lives inside a museum. Offer your Silver Feathers to this Pokemon and it will give you random pieces of furniture in exchange.
