Scrounger is a neat perk to have as it allows you to find more ammunition in containers all around the wasteland. This also lets you save some caps on buying ammo at an expensive price from vendors.

Plus, Scrounger isn't that difficult of a Perk to obtain since it's only on the 2nd level of Luck. Even spending just 1 rank up point on Scrounger is worth it in terms of all the ammo you'll be able to obtain.

How to Get Scrounger

Unlock Scrounger at Luck 2

Scrounger is on Luck Level 2

The Scrounger perk is unlocked when your Luck is at Level 2. You can start at this level by assigning 2 points to Luck during the Registration Form at the start of the game. Otherwise, you can get to this level by collecting SPECIAL magazines or bobbleheads and spending perk points upon level up.

After getting to Luck 2, you're free to spend perk points on ranking up the skill, as long as you are at the required character level to rank up.
