Nick can be found trapped inside a room in Vault 114, a vault located in Park Street Station. He can be freed by using the Overseer's password on a terminal near the locked room.
This is part of the Unlikely Valentine quest, which is a main quest that you can get by talking to her secretary, Ellie Perkins, at the Valentine Detective Agency in Diamond City.

You can also get to Vault 114 faster via a sewer system. There is a manhole outside Hubris Comics, however, it will not appear until later on in the quest, after exiting Vault 114 upon rescuing Nick Valentine.
You can use this manhole if ever you decide to come back to Vault 114 to loot whatever items you may have left inside, since this is a faster method of reaching the vault.
To recruit Nick Valentine, you will have to progress through the Getting a Clue main quest up to the part of where you'll infiltrate Kellogg's house for clues on his whereabouts. From here, Nick will offer to join you as your companion in your quest to track Kellogg down.
Nick Valentine is one of the companions that cannot be romanced. You can still however, raise affinity with him up to the maximum level and complete his companion quest, Long Time Coming to unlock his unique perk, Close to Metal.
Nick Valentine's companion perk is Close to Metal. This grants you 50% faster terminal cooldowns and you also gain one extra guess when hacking.
