After completing Unlikely Valentine, go back to Valentine's Detective Agency to talk to Nick Valentine about your missing son.
The player will then describe all the details of what happened, ending with Nick Valentine concluding that Kellogg might be the suspect to the whole case.
Nick Valentine Likes, Quest, and Location Guide
Follow Nick Valentine outside as he will lead you to Kellogg's home. Kellogg's house is just near his detective agency.
Nick Valentine will attempt to lockpick Kellogg's house but to no success since his house is locked with a Master level lock. If you have reached the third rank of the Locksmith perk, then use a Bobby Pin to open the house.
If you haven't reached the third level of the Locksmith perk yet, Nick Valentine will suggest to go to the Mayor's office and ask McDonough for the key.
Locksmith Perk - Is It Worth It?
Follow the quest marker to get to the Mayor's office and talk to Mayor McDonough. If you have medium level charisma, try to persuade him of the key. Make sure to quicksave before attempting to persuade him.
Once you get the key, go back to the house and open the door.
Once inside, go behind the desk to press the button which will reveal a hidden room. On this hidden room, pick up the San Francisco Sunlights which will trigger a conversation with Nick Valentine.
During this conversation, the player will suggest an idea to make Dogmeat sniff the cigarette and also have the option to recruit Nick Valentine as a Companion.
Show Dogmeat the cigar outside the house after you recruit Nick Valentine which will end the quest and immediately start the next quest.
