To fix the Mysterious Signal bug in the All Hallows' Eve quest, you can go directly to the New England Technocrat Society section of the Harbormaster Hotel, since this is where the signal intended to point you to.

Even if you fail the Listen to the Mysterious Signal step, you can still proceed with the next set of objectives and complete the quest.
