Join the Railroad

Fallout 4 - Desdemona Railroad

The Ballistic Weave is an armor mod that is only available by joining The Railroad which becomes an option after completing the Road to Freedom main quest.

Note: It's possible to join multiple factions as long as you avoid any faction points of no return that will lock out other faction's progress.

You'll need to unlock the Railroad's radiant quests called Jackpot Missions issued by P.A.M. to unlock the ability to use Ballistic Weave. This requires completing a total of 5 Railroad main quests to unlock.

P.A.M. will start issuing Jackpot Missions after you complete Mercer Safehouse so make sure to speak with her as soon as you complete the quest.

Complete a Jackpot Mission

Fallout 4 - Complete a Jackpot Mission
Talk to P.A.M. and complete one of her radiant Jackpot Missions which will take you to either Hub 360, Pinnacle Highrise, or Medford Memorial Hospital to retrieve military-grade supplies which includes the Ballistic Weave.

After returning to the Railroad headquarters and turning over the quest to P.A.M., make sure to wait in the base until Drummer Boy runs up to you. He'll tell you that Tinker Tom has information regarding the supplies you've recovered.

Note: If you leave The Railroad headquarters before Drummer Boy talks to you, you'll lock yourself out of acquiring the Ballistic Weave armor mods!

Speak with Tinker Tom

Fallout 4 - Speak with Tinker Tom

Speak to Tinker Tom who will mention about the ballistic fiber technology in one of the DIA caches.

This dialogue unlocks the ballistic weave armor mods which you can now apply to select clothing and hats on armor workbenches.

What is Ballistic Weave?

Ballistic Weave is an armor mod that you can apply to clothes and adds damage and energy resistance proportional to their level.

You can apply this armor mod to almost any clothing or hat and, with the MkV Upgrade, allows some clothing to rival even Metal and Combat Armor.

Requires the Armorer Perk to Use

Ballistic Weave requires the Armorer Perk to apply on clothes, with higher levels allowing you to apply higher Damage and Energy resistance on modded clothing.

At Armorer Level 4, the Ballistic Weave MkV upgrade adds a total of 110 Damage and Energy Resistance to clothes and hats on top of the clothing's innate Damage or Energy resistance.
