The Radio Beacon is a priority to build once you are able to manage your settlement. This is accessible via a Workshop and once built, it will attract nearby settlers to join your settlements.
You will need to have an electricity source to be able to use this however, so building a generator next to it will be optimal.
Once in Concord, you will be talking to Preston Garvey and his company of friends called The Minutemen, finish the quest here and defeat all the rogue raiders.
Once done, you and the team will come back to Sanctuary to start building your very own settlement.
Another way of recruiting settlers is by talking to interested NPCs. There are a lot of NPCs looking for a settlement so keep an eye out for them.
To expand your settlement, ensure you meet the required numbers for Beds, Food, Water, and Happiness to accommodate all settlers.
This means it's advisable to recruit 6 NPC settlers once you have more than 5 beds or have enough supply for Food and Water.
Sometimes, or as part of side quests, certain NPCs will require rescuing and once you save them, they can be recruited to join your settlement.
Charisma is the one skill you will need to improve and focus on when recruiting settlers. The higher your charisma is, the more settlers you can get.
There will also be some dialogue options only available when your charisma level is high enough, which makes you more persuasive in asking them out!
To grow your charisma faster, it is recommended to invest in Charisma Boosting Perks such as Cap Collector, Inspirational, and Local Leader.

One essential component of a settlement is food. To ensure a steady supply, you need to plant and harvest crops.
But who will take care of the harvesting? Your Settlers will.
If your settlement has low defense, it will be vulnerable to raids by rogue Raiders. To fortify your defenses, you need to build protective structures like Watch Towers and Turrets.
Your settlers can also be a great help in manning these stations, as you can't handle it alone.
Build First Aid Stations or Clinics and assign your settlers to them. This way, when you are wounded from battle they will be your literal lifesavers.
One thing about settlements is that you can build Stalls and Shops, you'll just need someone to occupy these shops by assigning a settler to them.
Then, you can start buying items you need for your journey at the safety of your settlement.
