Build Copper Statues in Settlements

The fastest way to level up in the game is by building statues such as the Minuteman Statue or the Baseball Statue.

Each statue costs 10 Copper to craft and gives a hefty amount of experience since they are considered rare or resource-intensive structures to make.

To craft these statues, you'll need to get Picket Fences #3 Essential Upgrades! perk magazine from Saugus Ironworks.

Fallout 4 - Piper Talking to Sole Survivor

The Gift of Gab is a companion perk that you can obtain by maxing out Piper Wright's affinity, and grants a +100% XP bonus for successful charisma checks and discovering new locations,

This makes it one of the best perks to get early in the game and can quickly get you a couple of levels by just exploring The Commonwealth and passing charisma checks during conversations in quests.

Invest in the Intelligence Stat

Fallout 4 - Intelligence Stat
The Sole Survivor's Intelligence stat determines how much experience they get from completing quests to placing new structures in settlements, with a higher Intelligence offering more experience.

Allocating at least 5 S.P.E.C.I.A.L. points to your intelligence is a good baseline for getting the most experience as possible without sacrificing too much on your other S.P.E.C.I.A.L. stats.

Get the Idiot Savant for Low-Intelligence Builds

Alternatively, low Intelligence builds can get the Idiot Savant Luck perk for a random chance to get multiplied XP bonuses when doing any action that rewards experience the lower the character's intelligence.

This perk is very useful when completing main and side quests and, while the perk triggers randomly, you can save before completing a quest and reload a save to ensure you get the Idiot Savant exp boost.

Idiot Savant Perk - Is It Worth It?

Best Obtained Early to Maximize Usefulness

The Gift of Gab is best obtained near the start of the game since its effectiveness at granting bonus exp diminishes as you discover new locations and progress enough into the story.

The perk will eventually become useless if you have discovered every location in the game and finish all main quests.
