Better Criticals is a perk that you should hold off on first until you get to mid to late game, where enemies are a lot tougher and take more than one critical hit to kill. Once obtained, you should notice a significant boost in your critical damage and possibly instant kill a high-level target.

Rank 2 15 Your criticals now do twice as much extra damage.
Rank 3 40 Your criticals now do 2.5x as much extra damage.

How to Get Better Criticals

Unlock Better Criticals at Luck 6

Fallout 4 Better Criticals Perk
Better Criticals is on Luck Level 6

The Better Criticals perk is unlocked when your Luck is at Level 6. You can start at this level by assigning 6 points to Luck during the Registration Form at the start of the game. Otherwise, you can get to this level by collecting SPECIAL magazines or bobbleheads and spending perk points upon level up.

After getting to Luck 6, you're free to spend perk points on ranking up the skill, as long as you are at the required character level to rank up.
