Unlock Mysterious Stranger at Luck 4

Mysterious Stranger is on Luck Level 4

The Mysterious Stranger perk is unlocked when your Luck is at Level 4. You can start at this level by assigning 4 points to Luck during the Registration Form at the start of the game. Otherwise, you can get to this level by collecting SPECIAL magazines or bobbleheads and spending perk points upon level up.

After getting to Luck 4, you're free to spend perk points on ranking up the skill, as long as you are at the required character level to rank up.
