You can get the Enclave X-02 Power Armor from killing Enclave Soldiers at the Atlantic Offices building in the Echoes of the Past quest.

The quest will have you follow a beacon that leads to the Atlantic Offices building at the Glowing Sea, where a company of Enclave Soldiers will be waiting for you.
