Talk to Preston Garvey

To start, you need to go against the Institute by either killing Father or attacking their personnel once you gain access to the Institute. You can choose to do this as soon as you receive the Institutionalized faction quest, or later during the Battle of Bunker Hill, where you'll also have the opportunity to kill Father or get banished.

If you chose the latter approach, you'll need to speak to Preston Garvey after that quest. He'll inform you that you need more settlements to proceed. Otherwise, if you choose to become enemies with the Institute as early as the Inside Job faction quest, you'll receive this task immediately after teleporting back to the Commonwealth.

Unlock More Settlements

Do as many Radiant Recruitment quests as you can to unlock more settlements for this quest. You need at least 8 settlements unlocked to proceed. If you need more, speak to Preston Garvey again or tune into Radio Freedom to receive additional recruitment quests.

Report to Preston Garvey

After acquiring at least 8 settlements, report back to Preston Garvey. This concludes the current faction quest, leading into the next one, Defend the Castle.
