Sneak

Sneak greatly enhances your ability to remain undetected. It is very useful for those who opt for a stealthy playstyle and want to take advantage of the bonus damage that you can do while sneaking.

Sneak Perk - Is It Worth It?

Ninja

Ninja increases the bonus damage multiplier of your range and melee sneak attacks. When upgraded to a higher tier, it is possible to instantly stealth kill an enemy due to the insane amount of sneak damage that you can inflict.

Gunslinger

Gunslinger improves overall damage and range for nonautomatic pistols. Handguns are fairly common in the wasteland, so picking this one up early on and routinely upgrading it will benefit you in the long run.

Action Boy / Action Girl

Action Boy (or Action Girl) allows your Action Points (AP) to regenerate a lot faster. Particularly useful for those who rely on V.A.T.S. in combat as they can frequently use this ability without waiting for a long time for their AP points to recover.

What Does Agility Affect?

Action Points and Sneak

Agility allows you to have more Action Points (AP) to spend and improves your ability to sneak around and remain hidden.

Unlocks Agility Perks

Leveling up the Agility stat will allow you to unlock perks under its Perk Tree. The greater the value of Agility, the more number of perks will become available to unlock.

However, you will still need to level up your character, as some perks require a certain level before you can unlock them.
