Rank 1 - Any kill in V.A.T.S. has a 15 percent chance to restore all Action Points.
Rank 2 19 Any kill in V.A.T.S. now has a 25 percent chance to restore all Action Points.
Rank 3 46 Any kill in V.A.T.S. now has a 35 percent chance to restore all Action Points and refill your Critical meter.

Grim Reaper's Sprint is on Luck Level 8

The Grim Reaper's Sprint perk is unlocked when your Luck is at Level 8. You can start at this level by assigning 8 points to Luck during the Registration Form at the start of the game. Otherwise, you can get to this level by collecting SPECIAL magazines or bobbleheads and spending perk points upon level up.

After getting to Luck 8, you're free to spend perk points on ranking up the skill, as long as you are at the required character level to rank up.
