Return to Doctor Amari in the Memory Den at Goodneighbor to have the Courser Chip analyzed. Unfortunately, cracking a Courser Chip is way beyond her expertise and she'll advise you to seek out the Railroad for help.
In order to find the Railroad, you will need to solve the Freedom Trail Code at Boston Common to find out the location and password to their headquarters.
Alternatively, if you already know the Railroad HQ's location or if you don't want to do this mini-quest, you can skip this step.

The Railroad's HQ is at the basement of the Old North Church. You will need to input the code RAILROAD on the ring to open the entrance. To do this, spin the ring until a letter reaches the arrow at the top and hit the button at the center to enter that letter.
All Railroad Quests, Location, and Rewards
After speaking to Desdemona and being inducted into the Railroad, give the Courser Chip to Tinker Tom who will crack the chip's encryption and provide the code to you.
Travel back to the Glowing Sea and speak to Virgil. He will explain that you need to build a Signal Interceptor in order to use the code that will transport you inside the Institute.
You can ask the Minutemen, Brotherhood of Steel, or the Railroad to help you in building the Signal Interceptor. Depending on your choice, they will send one of their technology experts of their faction to assist you.
Go to your chosen faction's major settlement and begin constructing the Signal Interceptor. Here are all the parts and materials you need to build it:
In addition, you will also need to attach cable wires to link the parts together and power them up using generators.

After successfully building a fully powered Signal Interceptor, tell the faction's expert that you're ready, then step onto the teleporter's platform to be transported to the Institute.
