Outside the Wire Walkthrough
Outside the Wire Objectives
- Step on the Reflector Platform
- Use the Terminal to Load the Network Scanner
- Progress Institutionalized
- Return the Holotape to Proctor Ingram
Step on the Reflector Platform
Similar to Inside Job and Underground Undercover, you can only get this quest as you progress through The Molecular Level main quest. Talk to Proctor Ingram and allow her help you build the Signal Interceptor at the Boston Airport. Once it's ready, step on the platform, and she'll give you this faction quest.
Use the Terminal to Load the Network Scanner
Upon reaching the Institute, use the terminal in front of you to load the Network Scanner Holotape. Once the scan is complete, eject the holotape and find a way to exit the Institute.
Progress Institutionalized
There are two ways to exit the Institute, but both require you to progress through Institutionalized. The first method is to complete it as intended by meeting all the directors and allowing Dr. Li to upgrade your Pip-Boy to gain fast travel access to the Institute. The other method is to make enemies with the Institute by killing Father anytime after meeting him.
Both methods are technically okay to choose at this point, but if you're planning to bring back Dr. Li to the Brotherhood as you progress From Within, finish the quest without violence.
Return the Holotape to Proctor Ingram
Once you find a way to exit the Institute, head back to the Boston Airport and give the holotape to Proctor Ingram to finish the quest.
