A Rainbow Feather will drop from the sky after Ho-oh flies by. A roar can be heard when one of the legendary Pokemon appears and drops a feather.
After finding a Rainbow Feather on the ground, you will need to use Water Gun on it before you can pick it up.

Ho-oh can appear randomly as you go about your activities. There don't seem to be any requirements to trigger its appearance.

Once you have cleared the main request for Bleak Beach, you can offer Food to Mosslax for a bonus effect. Make an offering to Mosslax by placing food on the table in front of it, restoring a gourmet's altar habitat in the process.
Making Pokemon who drop rare feathers more likely to appear is one of the effects Mosslax can provide. These effects seem to be random, so be sure to have plenty of food ready to get your desired effect!

Collecting a Rainbow Feather will allow you to clear the gather mysterious feathers Daily Challenge. Clearing this challenge will reward you with 200 Life Coins.

When you get to Rocky Ridges, you can meet a Gimmighoul that lives inside a museum. You can trade Rainbow Feathers with this Pokemon in exchange for random pieces of furniture.
