To get the Soda Float item, you need to complete the special challenge Different kinds of flowers in bloom! which you can get when you visit Palette Town.
For this challenge, you need to obtain and grow 12 different kinds of flowers.
How to Complete Eevee's Request: "Different Kinds of Flowers in Bloom!"
To get the Soda Float, try to plant the two colors of Flowers from each area along with the four available in Sparkling Skylands! Then go to a Dream Island and try to check if they have different flowers for the 12.
Available for a limited time, you can also use the Event Dandelions that you can buy fom Hoppip's store as one of the flowers!
