Craft Straw Bed and Cardboard Boxes For the Resting Spot
Since Meowth is heavily involved in the story of the Bleak Beach region, encountering and befriending it is guaranteed. Simply progress through the story.
The materials for its habitat are already present nearby, but you can craft both the Straw Bed and Cardboard Box items by using the Workbench.

Meowth Requests
Clean Up the Mud
Clean Up the Mud is one of the very first requests you're going to get in the Bleak Beach region. Meowth will ask you to clear out the surrounding mud, and you'll need a Pokemon with the Water specialty to do it.
Completing this request will lead to befriending Piplup.
Flowers in the Planter
In Flowers in the Planter, Meowth will ask for a planter to grow some flowers in, but you'll need a Pokemon with the Burn specialty to make the bricks for it.
Completing this request will lead to befriending Torchic.
Brighter is Better
Brighter is Better is an ordinary request from Meowth in which it will ask you for better lighting for its home.
Crafting two of any type of illumination and placing them anywhere in Meowth's home will complete this request.
