When you reach the middle of the forge with the two portals, go through the blue portal, inside you'll see the chest being guarded by Igna's Messenger.

This Elite guards the two portals and the Gear Crate. It is tough to beat alone. Consider bringing a combat deviant with you.

Igna's Messenger Location

This Elite is on the other side of the blue portal seen guarding the Mystical Crate. It is difficult to beat at long range because of its fire attacks.
