The contents of each crate are randomized to a certain degree for each player.
You can find this weapon crate in the building across the compound where you find the first gear crate. You have to fight through the enemies that surround the building, and once you enter you have to go through the door across the glass room, there you will see the weapon crate on the floor next to a box.

Located in the building close to the guarded entrance near the old oil refinery. You can find this crate on the ground floor of the building next to computers.
