The quest to get Hydronaut Fish can be received from Lowe when you speak to him in the Whalebone Settlement in Vena Fjord. Lowe will ask you to speak with the Hydronaut Fish in the Petit Harbor, a nearby fishing area.

The Hydronaut Fish feels lonely and uninterested in staying in this world, so to make it feel better, you'll have to find it some company. Catch a fish, and place it in a fish tank within your territory. Speak to the Hydronaut Fish afterwards to convince him to stick around.
