You can get the Radiant One in a Public Crisis Event in one of the contest areas once the server you're in reaches Phase 3: The Last Stand of Prismverse's Clash.
Like other Prism Deviations, you need to secure the Radiant One first before you can actually get it. Securing Prism Deviations can take from 30 minutes to 2 hours depending on the rarity of the deviation, so make sure to communicate with your team and fortify your base to successfully secure Radiant One as a deviant.
How to Secure Prism Deviations
Like all deviants, you need to place the Radiant One in an Isolated Securement Unit before you can synch it to your cradle and use it during combat.
In combat, the Radiant One can make you levitate by creating a floating area on the ground. This lets you reach places you don't usually reach and even make you safe from flightless enemies.
