By completing the Deviation Expert Side Quest from Lowe at Deadsville (4288, -1297), you can obtain a The Digby Boy while completing the mission. Make sure to bring 30 Copper Ore!
Deviation Expert Walkthrough and Location
If you're playing on the Way of Winter Scenario, a Digby Boy can be obtained from Lowe as part of the Deviation Expert in the North Quest. This quest is initiated in Onyx Tundra's Camp Igloo.

The Digby Boy has a chance to spawn in while mining ore, with the rarer the ore, the better the chance to find one. Silver Ore and Tin Ore are popular choices when looking for one.

To boost The Digby Boy's Deviant Power and Mood Regeneration, power its Securement Unit with 5W of Power, and have it in a location where it is exposed to a Radio playing music, and Red Light.
The Radio and Red Light can be built from the Furniture Menu once Basic Furniture II Node in the Building Memetics Skill Tree is unlocked. Power the Securement Unit by wiring it to a generator such as a Solar Panel.

To use The Digby Boy, you'll first need to place it in a Securement Unit. Try to fulfill its preferred environment to maximize its Power and Mood.
How to Get and Use Isolated Securement Unit
When deployed, the Digby Boy will automatically gather Ore around your base until it runs out of Deviant Power.
