Rank Required Lvl. Description
Rank 1 - You have improved control and can hold your breath longer when aiming with scopes. This reduces wobble.
Rank 2 13 Nonautomatic, scoped rifles have a chance of knocking down your target.
Rank 3 26 Nonautomatic, scoped rifles gain +25 percent accuracy to head shots in V.A.T.S.

How to Get Sniper

Unlock Sniper at Perception 8

Fallout 4 Sniper Perk
Sniper is on Perception Level 8

The Sniper perk is unlocked when your Perception is at Level 8. You can start at this level by assigning 8 points to Perception during the Registration Form at the start of the game. Otherwise, you can get to this level by collecting SPECIAL magazines or bobbleheads and spending perk points upon level up.

After getting to Perception 8, you're free to spend perk points on ranking up the skill, as long as you are at the required character level to rank up.
