Is Refractor Worth It?

Only Against Enemies with Energy Attacks

Refractor gives damage resistance to Energy projectiles. Since you won't always encounter enemies that can shoot Energy projectiles, it's best to focus on other perks instead of Refractor.

If you have some extra perk points available, it's still good to invest in Refractor and a few of its upgrades to buff your defense!

How to Get Refractor

Unlock Refractor at Perception 7

Refractor is on Perception Level 7

The Refractor perk is unlocked when your Perception is at Level 7. You can start at this level by assigning 7 points to Perception during the Registration Form at the start of the game. Otherwise, you can get to this level by collecting SPECIAL magazines or bobbleheads and spending perk points upon level up.

After getting to Perception 7, you're free to spend perk points on ranking up the skill, as long as you are at the required character level to rank up.
