How to Get Concentrated Fire

Unlock Concentrated Fire at Perception 10

Concentrated Fire is on Perception Level 10

The Concentrated Fire perk is unlocked when your Perception is at Level 10. You can start at this level by assigning 10 points to Perception during the Registration Form at the start of the game. Otherwise, you can get to this level by collecting SPECIAL magazines or bobbleheads and spending perk points upon level up.

After getting to Perception 10, you're free to spend perk points on ranking up the skill, as long as you are at the required character level to rank up.
