You can get several pieces of Garbage Bins all along Bleak Beach. You can find most of these near the Pokemon Center, the City Gate, and inside the S.S. Anne.

To get an Arcade Machine, you need to appraise a Large Lost Relic from Professor Tangrowth. Do note that getting this item is not guaranteed, so it can be useful to all glowing blocks that you see while exploring to stock up on Large Lost Relics to appraise.
