Complete Special Challenges

To get the Chocolate Cookies item, you need to complete the special challenge Make Roads! which you can get when you visit Palette Town.

For this challenge, you need to Put 300 road blocks all over the island that you are living in. Despite not being on the floor and are being used as walls, it counts as long as it has the Road Icon next to its image!

This is a pretty simple task where you just need to lay a total of 300 road blocks all over town. This does not mean they have to be laid as a road, they can be used as walls and it will still count.

Dark-Chocolate Cookies is the signature Habitat of Umbreon. Keep in mind that while you can use any furniture for the seat and table, Umbreon will not appear anywhere outside of Palette Town.

You can only get Umbreon in Palette Town, but you can bring it to other areas after registering it to the Pokedex.
