To get the Afternoon Tea Set item, you need to complete the special challenge Get a Pokemon housemate! which you can get when you visit Palette Town.
For this challenge, you need to assign a Pokemon to the same house that you are living in.
How to Complete Eevee's Request: "Get a Pokemon Housemate!"
The easiest of the challenges, you just need to get a house by putting a Ditto Flag on it. Then, have any Pokemon Follow you and the option to invite them to your home once you're close enough and complete the prerquisites.
