The deviant Hug-in-a-Bowl has a chance to be obtained when cooking the food with the same name. However, it is not a guaranteed drop so you may have to cook a few until it drops.

The recipe can be obtained by unlocking the Electric Stoves node under Logistics in your Memetics Cradle.
