Beach parasol can be purchased from the PC Shop after reaching Environment Level 2 on Bleak Beach.

Beach Parasol has a chance to be one of the items that can be traded from a Pokemon with the Trade Specialty. These Pokemon can start trading items after you set up a long table with a powered Cash Register.
Trade Pokemon can also set up shop inside a rebuilt Pokemon Center.
