Paldean Wooper can be spawned by creating a Marshy Tall Grass. You can do this in the muddy waterfall in Bleak Beach, just along the main mountain of the area. Use Leafage around the waterfall and Paldean Wooper will appear shortly.
Marshy Tall Grass Habitat Requirements and Spawns

Paldean Wooper can teach you the move Suck to create or extend water sources. By holding Y and pressing ZR, you can suck up water and spit it out by pressing A to create new water sources.
This can be unlocked while progressing through the request Make a Waterfall.
