Commando perk is only worth obtaining once you are in the mid to late game, where you have a lot of ammo to spare since automatic rifles use up a lot of your ammunition.

Rank Required Lvl. Description
Rank 1 - Your automatic weapons do 20 percent more damage.
Rank 2 11 Your automatic weapons now do 40 percent more damage, with improved hip-fire accuracy.
Rank 3 21 Your automatic weapons now do 60 percent more damage. Hip-fire accuracy is improved even more.
Rank 4 35 Your automatic weapons now do 80 percent more damage and gain a chance to stagger opponents.
Rank 5 49 Your automatic weapons now do double damage and have a greater chance to stagger opponents.

How to Get Commando

Unlock Commando at Agility 2

Fallout 4 Commando Perk
Commando is on Agility Level 2

The Commando perk is unlocked when your Agility is at Level 2. You can start at this level by assigning 2 points to Agility during the Registration Form at the start of the game. Otherwise, you can get to this level by collecting SPECIAL magazines or bobbleheads and spending perk points upon level up.

After getting to Agility 2, you're free to spend perk points on ranking up the skill, as long as you are at the required character level to rank up.
