Unlock Quick Hands at Agility 8

Fallout 4 Quick Hands Perk
Quick Hands is on Agility Level 8

The Quick Hands perk is unlocked when your Agility is at Level 8. You can start at this level by assigning 8 points to Agility during the Registration Form at the start of the game. Otherwise, you can get to this level by collecting SPECIAL magazines or bobbleheads and spending perk points upon level up.

After getting to Agility 8, you're free to spend perk points on ranking up the skill, as long as you are at the required character level to rank up.
