Is Moving Target Worth It?

Only If You Prefer Charging Towards Your Enemies

Moving Target is only worth picking up if you play aggressively, since this perk provides damage and energy resistance while sprinting. You will benefit a lot when charging towards your enemies, as you won't get killed easily. It also reduces the amount of Action Points consumed when sprinting, so you can run for longer periods.

Rank Required Lvl. Description
Rank 1 - Get +25 Damage Resistance and +25 Energy Resistance when you’re sprinting.
Rank 2 24 You now get +50 Damage Resistance and +50 Energy Resistance when you’re sprinting.
Rank 3 44 Sprinting costs 50 percent fewer Action Points.

How to Get Moving Target

Unlock Moving Target at Agility 6

Fallout 4 Moving Target Perk
Moving Target is on Agility Level 6

The Moving Target perk is unlocked when your Agility is at Level 6. You can start at this level by assigning 6 points to Agility during the Registration Form at the start of the game. Otherwise, you can get to this level by collecting SPECIAL magazines or bobbleheads and spending perk points upon level up.

After getting to Agility 6, you're free to spend perk points on ranking up the skill, as long as you are at the required character level to rank up.
