This is a walkthrough on how to help He Who Was in Baldur's Gate 3 (BG3). Read on to know how to find He Who Was, how to find the ledger, and how to punish the wicked!

To start the side quest, you need to look for He Who Was to the east of the Last Light Inn. Speak to him and agree to help him avenge the victims of a murderer by punishing the killer.
After approaching him, he will ask you to look for a ledger. You can find Madeline's Ledger underneath the floorboard behind the bar inside the Waning Moon. You will need to pass a Perception check to interact with it, so make sure your whole party passes by the area.
When you enter the Waning Moon for the first time, you will have to defeat Thisobald Thorm to get access to the floorboard behind the bar. There are two ways you can beat him, either by out-drinking him or by simply killing him.

Have someone with high Charisma and a proficiency in Persuasion, like Wyll, to give back the ledger to have higher chances of succeeding the skill check.
Once you give the ledger to He Who Was, he then performs a ritual where Madeline's spirit will possess his body. Make her feel guilty for her actions by choosing the ''Pathtetic - you murdered your friends'' option. Doing this will make He Who Was satisfied and he will give you a reward for doing so. However, picking the other options will result in He Who Was' death whether you succeed or not.
The player will receive Raven Gloves from He Who Was if they succeeded in punishing Madeline. However, if you failed to make her guilty, then He Who Was will become hostile and the Raven Gloves cannot be looted from his body.
